Road Accident Fund Faces Parliamentary Inquiry and Leadership Crisis: Key Updates for June 28, 2025
Latest News: The Road Accident Fund (RAF) in South Africa is under intense scrutiny as Parliament’s Standing Committee on Public Accounts (Scopa) has launched a full inquiry into the fund’s operations. This move comes amid serious allegations of maladministration, financial mismanagement, wasteful and reckless expenditure, and related misconduct at the RAF.
Scopa’s decision follows repeated failures by the RAF board and executive management to provide complete and truthful information to Parliament. Key issues highlighted include the RAF’s unsustainable funding and operating models, rising administrative costs (especially legal and medical), and ongoing concerns about corporate governance. Whistle-blower reports have also raised red flags about media contracts, office acquisitions, and litigation against the Auditor-General. The inquiry’s terms of reference will be drafted by July 1, with opposition parties demanding a comprehensive investigation into all aspects of the RAF’s financial management.
Leadership Crisis: In a related development, the Pretoria High Court has dismissed an application by suspended RAF CEO Collins Letsoalo to overturn his suspension. Letsoalo was suspended for insubordination after refusing to appear before Scopa. The court found the suspension to be lawful, rational, and reasonable, and rejected Letsoalo’s claim to a right of reappointment. The judgment clarified that the RAF board can only recommend a CEO appointment to the Minister of Transport, not make the appointment itself.
These events underscore the ongoing instability and governance challenges at the RAF. Both Parliament and the courts are now actively involved in efforts to address the fund’s management crisis. The outcome of the parliamentary inquiry and the search for new leadership will be critical for the RAF’s future and for South Africans who depend on its services.
