Road Accident Fund CEO Placed on Special Leave Amid SIU Probe – May 28, 2025 Update

The Road Accident Fund (RAF) in South Africa is once again in the spotlight as its CEO, Collins Letsoalo, has been placed on special leave with immediate effect by the board. This decision comes as the Special Investigating Unit (SIU) continues its probe into the fund’s operations.

According to the Department of Transport, the special leave is a precautionary measure and does not constitute disciplinary action or a presumption of guilt. The board stated that the move is intended to ensure good governance and to facilitate the ongoing investigation. The CEO will remain on leave until the SIU concludes its investigation or until the board determines otherwise.

To ensure continuity, senior manager Phathutshedzo Lukhwareni has been appointed as acting CEO of the RAF.

The SIU’s investigation reportedly involves allegations of financial mismanagement and a disputed R79 million office lease. Previous reports have highlighted a lack of cooperation from the RAF during the probe, and the matter has drawn significant public and media attention.
