1. RAF CEO Suspended Amid Allegations and Governance Crisis

Collins Letsoalo, the CEO of the RAF, was placed on special leave on May 27, 2025, and formally suspended a week later. The initial suspension was linked to allegations of financial irregularities, including a R79 million lease currently under investigation by the Special Investigating Unit (SIU). The situation escalated to charges of insubordination after Letsoalo failed to appear before Parliament’s Standing Committee on Public Accounts (Scopa).

Letsoalo has publicly claimed that his removal is due to his efforts to disrupt entrenched practices within the RAF. He has accused certain legal elites of misusing RAF resources and has called for an independent commission of inquiry, raising concerns about judicial impartiality and the overall governance of the fund. The board’s inconsistent actions—first resolving to renew his contract, then suspending him—underscore ongoing governance challenges. These events have led to a decline in public trust and highlight the need for greater transparency and accountability at the RAF.

2. Legal Battle with SARS Over Fuel Levy Deductions

On the same day, the RAF applied for a contempt of court order against the South African Revenue Services (SARS), alleging that SARS continued to deduct R5.1 billion from RAF fuel levies in defiance of a court order. This dispute stems from diesel refunds claimed by Eskom, with SARS and Eskom entering a settlement agreement that led to deductions from the RAF’s funds. Despite a court interdict prohibiting these deductions, SARS allegedly continued, prompting the RAF’s legal action.

The ongoing legal battle has created significant financial uncertainty for the RAF, which is already under pressure due to rising medical costs and stagnant fuel levy increases. The dispute also raises questions about intergovernmental relations and the effectiveness of legal remedies in resolving such high-stakes financial conflicts.
